Rule TNC-7 specifies the requirements for vehicle inspections for TNC drivers. Rule TNC-3(d) requires TNCs to perform checks on the TNC drivers on its platform. The petition states that such regulations would cause substantial harm to Wyth when providing what it refers to as a carpool service. The petition did not provide any other basis for the waiver or explain how Wyth would provide for safe TNC service, which is the purpose of these regulations, if the Commission granted the requested waiver.

(29) U-3013 On May 31, 2022, the Alabama Municipal Electric Authority (“the Authority”), filed with the Alabama Public Service Commission (“the Commission”) a Limited Assignment Agreement (“the Assignment Agreement”). The Assignment Agreement provides for the assignment of certain rights and obligations under the Amended and Restated Power Supply Agreement between the Authority and Alabama Power Company. The Limited Assignment Agreement will facilitate contracts that the Authority is expected to enter into with financial institutions in order to effectively pre-pay for portions of the energy to be purchased by the Authority under the Amended and Restated Power Supply Agreement in such manner as will result in power supply expense savings for the Authority.
